There are a number of situations you can pick Jax although he may not be as strong as last season compared to other top champs this season. It all really depends on your Jax build which has a lot more variety this season 3 than last season. (Of course there are always exceptions to certain rules).
Take Ghost and ignite or Flash and ignite or maybe, just maybe Teleport and Flash
Jax is mostly built 21-9-0 and 9-21-0. Most people are now realizing how strong 9-21-0 is in season 3 because HP is so strong right now.
|Leap Strike - Jax leaps toward an enemy and strikes them with his weapon.
Jax leaps to a target unit, dealing 70/110/150/190/230 (+1.0) (+0.6) physical damage if it is an enemy.
|Empower - Jax's charges his weapon with energy, causing his next attack to deal additional damage.
Jax charges his weapon with energy, causing his next basic attack or Leap Strike to deal an additional 40/75/110/145/180 (+0.6) magic damage.
|Counter Strike - Jax's combat prowess allows him to dodge all incoming attacks for a short duration and then quickly counterattack stunning all surrounding enemies.
Jax enters a defensive stance for up to 2 seconds, dodging all incoming basic attacks and taking 25% less damage from area effect abilities.After 2 seconds or if activated again, Jax stuns surrounding enemies for 1 second and deals 50/75/100/125/150 (+0.5) physical damage to them.
Counter Strike deals 20% more damage for each attack Jax dodged (max: 100% increased damage).
|Grandmaster's Might - Every third consecutive attack deals additional magic damage. Additionally, Jax can activate this ability to strengthen his resolve, increasing his Armor and Magic Resist for a short duration.
Passive: Every third consecutive strike Jax deals 100/160/220 (+0.7) additional magic damage.
Active: Jax strengthens his resolve, granting him 0.3 Armor and 0.2 Magic Resist for 8 seconds.
Armor bonus is equal to 25/35/45 + 30% bonus Attack Damage.
Magic Resist bonus is equal to 25/35/45 + 20% Ability Power.
|Relentless Assault (passive) - Jax's consecutive basic attacks continuously increase his Attack Speed.|
I think the skills sequence above is actually better right now because at level 2 you will have a jump then stun ability. Then you want to max empower, then jump (leap strike), then the counter strike which is a a dodge ability that stuns. The reason you max stun last is because leveling it doesn't incease the amount of time the enemy champ is stunned.

One big thing now is not as many people are starting boots and 3 pots instead they are going with wards and pots or Crystalline Flasks or Cloth Armor and HP Pots.
After you go back to home base you will want to get some sustain in the form of a Vampiric Scepter some HP pots and another ward. Jax is great if you can keep a ward or two on you to be able to escape to or have vision in top lane with. Next you will want you boots and to upgrade your Vampiric Scepter to a Bilgewater Cutlass. Or instead for more sustain route you could build a phage after bligewater then continue this build. When you upgrade your boots around this time you will want to build your boots depending on who you are facing. Heavy AD Champ = Ninja Tabi
AP Champ = Mercury's Treads
Snowballing = Berserker's Greaves
After Bligewater Cutlass build a Guinsoo RageBlade
Then depending on how the game is going build either Guardian Angel next or Zephyr
Then Upgrade your Bligewater Cutlass into a Blade of the Ruined King
Finally get a Tri Force or Frozen Mallet

When playing Jax you mainly use leap strike and counter strike to jump to an opponent to stun them and focus them down. Make sure you use empower right after you auto attack because if timed correctly you will auto attack - empower - auto attack in order really quick without a pause. You can harass oppenents in lane with the Q - E - W combo... jump to them with dodging their attacks get in an empower and get away when they are stunned.
Make sure in teamfights you aren't the first to jump in because if you are and you aren't pure tank jax you will just get focused down fast. You can't be focused down as Jax to make good use of his lifesteal and ability to take out enemy champs fast if he can focus them and doesn't get peeled off. You shouldn't run out of mana with Jax or have mana issues, if you ado you are spamming your abilities a little too much. Once you get familiar with Jax you will know when to use empower to last hit or leap strike to keep your farm up keeping your mana stable. If you can dive to the enemy AD carry in a teamfight with someone else that has a dive you should do it together but don't go alone to the ADC you will likely just die fast that way.
If you can get to Level 2 before your opponent leap strike to him and use your E it will take out like half of a level 1's hp and you could quite possible pick up a lvl 2 kill.
